PRC Reaches Out to Overseas Professionals and Opens More Services for Professionals

The Professional Regulation Commission is extending its services to professionals based overseas as part of its plans and programs for the year 2012. This was declared by PRC Chairperson, Teresita R. Manzala, during the PRC's annual Planning Conference held on January 13 to 15 at the Philippine Judicial Academy in Tagaytay, Batangas.

Chairperson Manzala told the 46 Professional Regulatory Boards (PRB) that their presence should be extended overseas and urged them to encourage professional organizations/associations to create sub-unit to serve the interests of Filipino Professionals in the ASEAN, Asia-Pacific, North American, European, and Middle Eastern countries. In her opening speech, she said, “The PRBs should address the concerns of overseas-based professionals and should reach out to these professionals by establishing dynamic linkages with their professional organizations overseas, particularly wherever there are high concentrations of such professionals notably in Australia, Japan, the US and the UK.” 

Chairperson Manzala cited the Department of Labor and Employment year-end 2011 report that prospects for overseas employment remain positive in 2012, in spite of the multiple challenges in the global labor market. The DOLE has reported that new hires among OFWs in 2011 rose by 27.26 per cent over the 2010 deployment, while rehires increased by 3.53 per cent. The increase in deployment in new hires indicates an increase in new jobs for OFWs. 

For 2012, the PRC will increase its Walk-In Examinations from twice to thrice a week and open the examinations to more professions. A CHED-PRC two-way link which will enable applicants to apply for the licensure examinations in their schools will be deployed and implemented in three pilot regions in Baguio, Cebu and Davao to eliminate the long queues at the PRC. 

The Commission will begin Regionalized ID printing and issuance of the ID cards through the PRC's 10 regional offices or kiosks situated in public places. A PRC Career Employment Counseling Program will also be initiated by the boards to support the DOLE's Career Guidance Advocacy, which will help address the mismatch between skills supply and skills demand, Manzala said. 

Chair Manzala likewise revealed that in pursuit of linkages to help the nursing profession, a project called the Joint PRC-BON (Board of Nursing)-CHED Cultural and Professional Competency Enhancement of Filipino Registered Nurses and Capacity Building of Higher Education Institution for Philippine Nursing Education is being undertaken. The PRC will head a delegation on a study tour in Japan sponsored by the Japan International Cooperation Agency (JICA) from January 23 to February 1. The delegation is composed of members of the Board of Nursing and representatives from the DOH, TESDA, POEA, CHED and the deans of nursing from UP, University of the East and the Cebu Normal University.

January 2012 Marine Engineer Officers Licensure Examination Results

The Professional Regulation Commission (PRC) announces on Friday, January 27, 2012 that 849 out of 1,376 passed the various grades of the written phase of the MARINE ENGINEER OFFICERS LICENSURE EXAMINATIONS given by the Board for Marine Engineer Officers in Manila and Iloilo this January 2012.


The members of the Board for Marine Engineer Officers are Engr. Miguel O. Marasigan, Officer-in-Charge; Engr. Victoriano A. Alojado, Engr. Ferdinand R. Pascua and Engr. Eldefonso G. Uba, Members.

The results were released after four (4) working days from the last day of examinations.

Registration for the issuance of Certificate of Registration and Professional Identification Cards will start on January 31, 2012 until February 10, 2012 at Regional Offices and January 31, 2012 until February 17, 2012 at Central Office. 

In addition, 434 applicants were approved for upgrading as Chief Marine Engineer Officers as per Board Res. No. 158 dated September 26, 2011, Board Res. No. 165 dated October 12, 2011, Board Res. No. 172 dated October 26, 2011, Board Res. No. 178 dated November 15, 2011, Board Res. No. 180 dated November 16, 2011, Board Res. No. 183 dated November 25, 2011, Board Res. Nos. 193 & 194 dated December 22, 2011, Board Res. No. 198 dated December 29, 2011 and Board Res. No. 01 dated January 6, 2012 Series of 2011 and 2012. 

The date and venue for the oathtaking ceremony of the new successful examinees in the said examination WILL BE ANNOUNCED LATER.

18th Screen Actors Guild (SAG) Awards 2012 - List of Winners

The biggest and brightest stars of film and television came together on Sunday, January 29, 2012, January 30 in the Philippines to honor their peers at the 18th annual Screen Actors Guild (SAG) Awards. The awards rite was held at Shrine Auditorium, Los Angeles and was aired live in the Philippines via satellite on VELVET.


The Help was the big winner of the night, picking up the award for Outstanding Performance by a Cast in a Motion Picture!

Christopher Plummer and Octavia Spencer took home the evening's first awards for supporting actor and actress, while Alec Baldwin, Kate Winslet, Betty White and the casts of Modern Family and Boardwalk Empire were among the others earning nods during the ceremony. Receiving the night's top honors were Jean Dujardin for best actor in a leading role, Viola Davis for best female actor in a leading role and The Help for best ensemble in a motion picture.

Mary Tyler Moore accepted the Lifetime Achievement Award from Dick Van Dyke midway through the show, taking the opportunity to explain why she chose to use her middle name to separate herself from the six other Mary Moore's already on SAG's roster in the early stages of her Hollywood career.

2012 PANATA Awards Winners - GMA-7 Awarded as Most Supportive Television Station

GMA Network was cited as the Most Supportive Television Station in the recently concluded PANATA (Pagkilala sa Natatanging Kontribusyon sa Bayan) Awards during the Department of Social Welfare and Development (DSWD)'s 61st Anniversary awards rites on January 26, 2012 at the DSWD Central Office, Batasan Hills, Quezon City.


The Department of Social Welfare and Development (DSWD) celebrates its 61st year of public service with the theme, “DSWD @ 61: Tuloy-Tuloy sa Kaunlaran”, with a line-up of month-long activities from January 3 to 27, 2012.

Highlights of the month-long celebration include the awarding of different citations and recognitions, namely PANATA (Pagkilala sa Natatanging Kontribusyon sa Bayan) Awards which recognizes the contribution of DSWD partners and stakeholders, the Program on Awards and Incentives for Service Excellence (PRAISE) for outstanding DSWD employees, and Loyalty Awards which recognizes officials and employees who have rendered 10 to 40 years of dedicated service.

The PANATA Awards were categorized into Gawad Paglilingkod sa Sambayanan (GAPAS) which gives recognition to non-government organizations (NGOs), local government units (LGUs), and the Gawad Ulat for media persons, all of whom have selflessly dedicated their time, energy and resources in helping the Department to carry out its mandate of improving the lives of the disadvantaged sectors of society.

This year’s PaNata awardees were: SOS Children’s Village in Calbayog, Samar for Best NGO; and Angat Kabuhayan SEA-Kabayan, Inc. in Calbiga, Samar, Region VIII for Model Self-Employment Assistance-Kaunlaran (SEA-K) Association.

On the other hand, the Gawad Ulat awardees were: Ms. Leila Salaverria and Mr. TJ Burgonio of Philippine Daily Inquirer for Most DSWD-Friendly Beat Reporters; Manila Times for Most Supportive Newspaper; Radyo Singko 92.3 News FM for Most Supportive Radio Station; and GMA 7 for Most Supportive Television Station.

Sixteen (16) partner civil society organizations were also given special recognition during the PaNATA awards namely: : Damayan ng Maralitang Pilipinong  Api (DAMPA); I Am  Redeemer and Master Evangelical Church; International Holistic Engagement for Life and Progress, Inc. (iHELP); Kabisig ng KALAHI; Marriage Encounter Foundation of the Philippines; People Power Volunteer for Reform  (PPVR)-Valenzuela; People Power Volunteers for Reform (PPVR)-Marikina; Philippine Partnership Support Service Agencies (PHILSSA); Pinoy Micro Enterprise (PinoyME); PINOY/PINAY/PPVR-Manila; Samahang Maralita para sa Makatao at Makatarungang  Paninirahan (Sama-Sama); Unang Hakbang Foundation, Inc.; Urban Poor Alliance, Amparo 179, Inc.; YES Pinoy Foundation; Zuellig Family Foundation; and former Mayor of Mulanay, Quezon Province, Mr. Prudencio Maxino for being a staunch supporter of KALAHI-CIDSS, one of the flagship programs of DSWD.

Meanwhile, the DSWD through the Program on Awards and Incentives or Service Excellence (PRAISE) also recognized and reward employees who have made an extraordinary contribution to the fulfilment of the Department’s mission.  The PRAISE awardees were: Director Arnel B. Garcia of Region II for Best Manager; Assistant Regional Director Prescila N. Razon of Region XI for Best Assistant Manager; Ms. Fatima S. Caminan of Region IX for Best Division Chief, Technical Category; Ms. Maribel M. Blanco of Region III for Best Division Chief, Support Category; Mr. Fidel L. Empeynado of Region IX for Best Social Worker, Center-Based; Mr. Arwin O. Razo of Region V for Best Technical Staff, Professional; Mr. Jorge B. Dolatre of NCR for Best Technical, Staff Sub-Professional;  Ms. Ma. Eva E. Avila of Region IX for Best Support Staff, Professional; and Ms. Juanita G. Infante of Region III for Best Support Staff, Sub-Professional.

6th Gandingan Awards (2012) - List of Winners

The Gandingan 2012: The 6th UPLB Isko't Iska's Broadcast Choice Awards was held on Saturday night, January 28, 2012 at the D.L. Umali Auditorium, University of the Philippines Los Baños (UPLB) and just like last year, ABS-CBN once again dominated in the award's night.


Several GMA-7 and ABS-CBN shows were recognized based on the survey of 1,000 students of UPLB.

Gandingan is an annual event dedicated to honor programs and personalities who devote time to tackle development oriented issues in the mainstream media.

The Gandingan Awards was founded on the role of gandingan in the lives of the Maguindanao. Dubbed as the talking gong, gandingan is a set of gongs used by the Maguindanao to indirectly communicate with one another.

The Gandingan Awards was organized by the UPLB Community Broadcasters' Society in coordination with the Office of the Initiatives for Culture and the Arts (OICA), the College of Development Communication (CDC), and the University of the Philippines Los Baños.

Congressional Spouses Foundation, Inc. (CSFI) Scholarship Program for Women - How To Apply, Requirements and Form (DepEd Memo No. 11 s. 2012)

The Department of Education (DepEd) releases on Thursday, January 20, 2012 the DepEd Memo No. 11 s. 2012, re: CONGRESSIONAL SPOUSES FOUNDATION, INC. (CSFI) SCHOLARSHIP PROGRAM FOR WOMEN.


The Congressional Spuses Foundation, Inc. (CSFI) under the leadership of its President , Joy Belmonte, Vice Mayor of Quezon City will provide assistance to the underprivileged female public high school graduates to pusure college thgrough shcolarship grants of Thirty Thousand Pesos (Php 30,000.00) per semester or Sisty Thousand Pesos (Php 60,000.00) per year until the completion of the scholar's course or degree. This grant will cover both school and personal expenses.

There will be 5 regional scholars shall be selected from the different congressional districts of the division/region. The 10 Partylist scholars shall be selected by CSFI. The allocation of the Regional Nominees selected from the Division Nominees which shall represent 1 per congressional district is shown in the Enclosure No. 1 of the aforementioned DepEd Memo.

The prospective scholars shall choose any of the priority courses offered by the CHED from 2011 to 2016 as listed in the Enclosure No. 3 of the said DepEd Memo.

Competitive Examination For The Fisheries Scholarship Program (FSP) - Guidelines and Application Form (DepEd Memo No. 10 s. 2012)

The Department of Education (DepEd) releases on Thursday, January 20, 2012 the DepEd Memo No. 10 s. 2012, re: COMPETITIVE EXAMINATION FOR THE FISHERIES SCHOLARSHIP PROGRAM (FSP).


The Department of Agriculture (DA), through the Bureau of Fisheries and Aquatic Resources (BFAR), in cooperation with the Department of Education (DepEd), will conduct Competitive Examination For The Fisheries Scholarship Program (FSP) in sixteen (16) designated centers nationwide on March 17, 2012.

Enclosed in the aforementioned DepEd Memo is the Application Form for the Baccalaureate Scholarship for Industry Leaders. The form can also be obtained from the Division Offices (DOs) and the BFAR Regional Offices (RDs). All applicants should file their application forms on or before February 14, 2012.

The results of the examination shall be announced by the DA on May 2012, copy furnished the DepEd RDs.

Pursuant to presidential No. 711 dated January 4, 1996, the nationwide celebration of the 16th National Autism Week with the theme "Making the Rights Real for Filipinos with Autism" will be held on January 22-29, 2012.

The celebration aims to:
  • generate awareness on autism; and
  • provide educational, health and social services for children with autism.

Dinagyang Festival 2012 - List of Winners

A new set of winners emerged during the Dinagayang Festival 2012 held on January 22, 2012. The main part of the festival is the street-dancing where a number of “tribes”, called “tribus” (see list of tribes here), who are supposed to be Ati tribe members, dance in celebration. All dances are performed to drum music, with participants don on colorful indigenous materials and body paints.


This year, the Tribu Pan-ay of Fort San Pedro National High School (FSPNHS), the grand champion of last year's competition and also champion of last year's Aliwan Festival - The Philippines' Festival of Champions retained their crown being this year's Dinagyang Festival Champion. Its eagle-inspired costume and movements coupled with its masterfully crafted rhythm received standing ovation from the audience, composed of foreign and local tourists, at the main performance area at the Iloilo Freedom Grandstand.

It also won minor awards for best in costume designer, best in musical director, best in music, best in choreography and best in performance. Its choreographer, Rommel Flogen, was declared the best. Each minor award is worth P10,000.

Meanwhile, Salakayan Festival (Miag-ao, Iloilo) won the grand champion prize in the “Kasadyahan” category held on Saturday, January 21, 2012. Both champion, tribu Pan-ay and Salakyan Festival will represent Iloilo during the Aliwan Fiesta 2012 in Manila on April of this year.

It is held both to honor the Santo Niño and to celebrate the arrival on Panay of Malay settlers and the subsequent selling of the island to them by the Atis.
